The International Football Association's decision to establish the U15 World Cup and Football Festival, made during a council meeting a year prior, has enabled member associations to independently register for the competition. However, the late scheduling of the event by FIFA may have contributed to the fact that out of the 211 member associations, only 191 have actually registered. Among the 20 associations that did not participate, Asia's sole representative was North Korea; in the CONCACAF region, only the United States was absent; the remaining 18 teams hailed from Europe, encompassing nations such as Armenia, Austria, Belgium, Denmark, the Faroe Islands, Finland, Germany, Iceland, Liechtenstein, the Netherlands, Norway, Romania, San Marino, Serbia, Slovenia, Sweden, Switzerland, and Ukraine. The absence of traditional youth football powerhouses like Germany, the Netherlands, Belgium, Switzerland, and Sweden has garnered significant attention.

In the tournament, 191 teams were allocated into 31 six-team groups and an additional five-team group. These groups engaged in a round-robin format, with each team competing against every other member within their group. The competition structure differs significantly from what one might expect in the U17 or U20 World Cups, where the age of participating players decreases. The actual situation is much more intricate. The event necessitates the conduct of 943 matches, which are to be played across 20 venues within a span of six competition days, with the entire process outlined as follows:

The pivotal aspect is that upon the conclusion of the initial group stage, no team is eliminated; instead, all proceed to the next phase. Subsequently, adhering to the pattern of "32 group winners advancing to Tier 1, 32 group runners-up to Tier 2, and 32 group third-placed teams to Tier 3," and so forth, the teams are assigned to their respective tiers. Within these tiers, they engage in cross-sectional matchups, with winning teams facing off against each other and losing teams against their peers, culminating in the ultimate determination of victory. Essentially, even in the event of defeat, young players retain the opportunity to compete, with each squad typically participating in approximately 7 to 10 matches. The outcomes of China's matches against Japan and Saudi Arabia in the first group stage do not determine their qualification status but rather dictate the tier of competition they will enter in the subsequent phase. This is why the event is termed the "U15 World Cup and Football Festival," as it deviates from the conventional knockout format of a "World Cup."

Moreover, the competition's regulations are distinctly atypical compared to the standard eight-a-side format, encompassing provisions such as: the final team registration consists of 14 players, with a minimum of two goalkeepers; only eight players can start each match; the participants must have been born in 2011 or 2012; the playing area measures approximately 68 meters by 50 meters; each half is 20 minutes long, with a 5-minute halftime break; substitutions are permitted without any limit; out-of-bounds balls are kicked rather than thrown; offside rules apply solely within the attacking third; each game is officiated by two referees, with each referee overseeing half of the field; in the knockout and tiered stages, a draw does not lead to extra time but is settled directly through penalty shootout.
